I see from the previous pages the customize button has been removed, so I'm trying to install a custom skin "manually".
I unzip the resource pack and replace "steve.png" and/or "alex.png" with a skin image from here, rezip the folder and load that newly-modified .zip into minecraft.
The skin seems like it's trying to load, but everything save the vest is... off. The head texture either displays the "top" face of the cube on the front, or is wrapped about 1/3 of the way around the head. Everything else, including the sleeves and legs, seems to be "shifted to Steve's left" in this way.
I've even tried opening "steve.png" in photoshop and pasting the new skin over the original, resaving, and rezipping (to keep the dimensions the same). Same issue. It happened while I was on 1.11 a few days ago and again today after updating to 1.12 (both client and resource pack).
Any ideas what could be causing the shift? Minecraft seems to misplace the UVs when I replace the base skin. Can it simply not be done this way, or am I doing something wrong?

I've split this from the thread you originally posted in as that thread didn't have anything to do with your issue.
Without seeing the skin you're trying to use it's hard to tell why it's not working.

I've noticed that some of the default resource pack skins have additional arms/legs down at the bottom of the skin (seen on one of the Alex images). Others do not. I figured this additional or lack of space would have caused the UV shifting, so I edited both versions and while I got different wrapping using each method, neither was correct.

I don't know why you have issues.
If I take, say the Iron Man skin, and put it in my converter -
https://hanfox.co.uk/skinconverter/ - then replace Steve or Alex in the pack it works fine in game.
