You can use the resource pack as a server pack if your server is entirely private/white list only. Otherwise it would be classed as publicly redistributing the pack which is against the license.
You can also change it keeping in mind the above.
As for changing the music: as long as the music is license free you can do what you like with it really as long as suitable credits are given where applicable.
