There is a License.txt in the music folder which states what they are and where they are from.
As for "deactivated"... they shouldn't be. At least not on MC1.7 or 1.8 (baring in mind there'll be a new pack for MC1.8 for 2014).
On MC1.6 you need to move them from /assets/minecraft/sounds/music/ to /assets/minecraft/music/

Music do not work on 1.8 or latest 1.7 because of modifications in the folders structure by Mojang.
