Extract the BC3 textures and drag the 'net' folder onto the texturepack file and it should work.

If you're using the new dev builds of BC3 these textures won't work. They changed the texture structure to /gfx/buildcraft/ then subfolders of blocks, entities, gui, items.
If you want to fix them for a dev build you'll need to restructure it manually. If you don't understand how you'll just have to wait for an official up-to-date texture release.
