Vectors are useful to make the texture but the abiltity to scale up is pointless so in that way yes they are
But if in the case you use samples from the pack you have to make them at 512x or you couldnt scale them up

I agree. If you make textures already in 512x then there's no need to use vectors. That's a good point. I like to use vectors as it's easy to manipulate them while making the actual texture.
Personally i use alot of Sphax's Textures from Terrain.png as a base (especially for things like ores etc. from the 128x pack.
I also use 99% vectors however i usually end up merging multiple layers together to save filesize on my PSD's or to add effects... I may start trying to keep things 100% vector at all times... or start in 512x... Im not sure... The only thing is... if i start a texture in 512x... i wouldnt realistically be able to support 128x until ive finished the textures.
most of my textures are pixel edits off other stuff, so i mean i could make it 512, but like its sorta a waste since gimp doesn't do too well with large files and about 100 people have downloaded the ic2 512x (and lets be honest most were probably to just look at it) and around 90 downloaded the 256x. Thats less than 1% of the people that have downloaded ic2, so yea no demand for it in my eyes.
also absolutely no way i'm redoing stuff to make it higher res than I will ever use.
