Between the times of:-
UK: 12am - 1am
Central Europe: 1am - 2am
US Pacific: 4pm - 5pm
US Central: 6pm - 7pm
US East: 7pm - 8pm
- there appears to be issues with the downloads.
I say this because every day at this time people complain.
If you have issues outside of the above hours please post. Otherwise wait until out of these hours.
Hopefully the issue will be resolved soon.

They are working for me. So it's an issue with your setup and not the files currently.
Have you tried in other browser? e.g. Firefox, Chrome, Safari, IE.
Do you have any software firewalls (e.g. ZoneAlarm, Norton) installed that may be interfering with the downloads? If so try disabling them whilst downloading.
I have tried every browser available and still nothing. I don't have any software firewall's so it can't be that. I've downloaded from adfly before.

Do you have any other computers in your house you can try or a friend who can download it and send it to you via Skype or whatever?
I have another computer I could try, but how do I get the texture pack onto this computer?
USB drive, burn a CD/DVD, share it over your local network, E-mail it to yourself, get whoever normally uses that PC to send it to you via Skype/MSN/AIM/ICQ/Gtalk/etc.
Or just upload the texture pack to your own private mirror.
I started to do this since I am constantly having problems trying to download the pack.
I am pretty sure the files are hosted on Creeperhost.net, in my experience they are a terrible server provider.
I'll have a look at the hours problem... It's maybe due to GMT check...
