Nether biomes such as the Basalt Delta have no particles.
Even though the pack includes all particles textures for some reason certain biomes lack their particle effects.
This appears to be a game bug related to HD packs.

So after way too long we finally realized this isn't a game bug and found where these little buggers were hiding, so the Nether is going to be full of floaters (again) next update
