The texture pack seems to be causing stuttering while placing/breaking blocks kind of like a micro stutter.

It's likely that you're always getting microstutter, but due to the added strain of using a resourcepack it's much more noticeable.

Firstly it's recommended you install OptiFine.

If that doesn't help by itself you can try enabling the "Smart Animations" setting in OptiFine's Performance settings. It's also recommended you lower or disable Mipmaps.

Sorry i should have mentioned i have already done all of the above. Also when looking at fps even during the 'stutter' the framerate is still well above the monitor refresh rate.

Hmm, the best I can see are some optimisation discussion such as:
https://www.reddit.com/r/feedthebeast/c ... or_modded/

Most notably this step is generally stated to reduce stutter when using Forge:
forge.cfg (config folder) - Set B:alwaysSetupTerrainOffThread from false to true. This disables the Vanilla feature of forcing the chunks up to 30 blocks away from you to be rendered on the main thread.
Step 4 in regards to Java arguments may also work.

There are probably more recent guides (as that is from 5 years ago) with more information, too, but you'd have to take a look about and see what works for you.

These didnt really seem to help. Also i noticed that it does not do it universally. For example if i start a new world it doesnt seem to do it while testing it in creative or whatnot, it also seems to be effected by location howeve i havent noticed a general fps diffirent in regards to this.
