Mod Sphax Pack Problem

Preface: I enjoy Sphax textures for mods on FTB and some of the original Tekkit packs. It seems I can't make it work for my most recent endeavor. 32GB of ram and 8GB of vram.

I tried to put together a 1.12.2 Sphax resource pack for "Quantum Tekkit Classic." I can get 64x Sphax textures to load; separately I can get 64x modded Sphax textures to load. However, if I try to have them both load at once it will try for a short period of time then revert to vanilla textures for everything.

I am not sure as to why I can't make both texture packs load to this 54 mod pack compared to other 200+ mod packs. Hopefully there is a conflict that can be seen in the logs (these are the two most recent tries), I wouldn't be able to see it. Just confused

Try disabling Mipmaps in the game's Video options.

I'm surprised, but when I turned Mipmap levels off it did allow them to both load in at the same time. Any idea as to why the Mipmap setting worked here and why it doesn't matter in other scenarios?

Edit: Also, after the resource packs are loaded I can re-enable Mimmap with no negative effect. Interesting.

Sometimes mod Mipmaps struggle to load properly, especially with mixed resolutions.

For the most part in Minecraft mipmaps being enabled doesn't help FPS like it's meant to anyway, so if you're not noticing a dip in FPS you might just want to leave them disabled.
