plank texture bug?
Edit: I guess it's not an Optifine bug. This occurs on vanilla as well, and only on planks (even plank slabs are fine) as far as I can tell:

You may want to try disabling Anti-Aliasing, Anistropic Filtering, and/or Mipmapping in Minecraft's Options.

The only other way I'm aware of fixing those is to check inside any graphics things (such as Nvidia Experience, or AMD's Crimson software) and make sure there's no forced Anti-Aliasing, or texture optimization enabled inside those for java.
Ultimately the white speckles are generally caused by inaccurate maths inside LWJGL/OpenGL (rounding pixels). So some users may just be stuck with them.
