I had purchased the Minecraft master collection and this was supposed to be included in the bundle. I can't seem to find it and trying to figure this out before my kids open their Xbox one for Christmas.

I personally wasn't even aware the pack was being included in any bundles like that.
However, there's nothing we can do about missing products.

I've been over all that. So who should I contact than for missing products. I just want some clarification on what happened and what can be done to fix it. Thank you

Sadly Mojang never gave us specific routes or procedures for this thing. That's the only Help article I'm aware of that even addresses missing purchases.
The only other avenue you have is to contact Mojang Support via Twitter (which is chiefly for Mojang Account issues):

I'm sorry I can't help you further. It's just as frustrating to me to not know where to send people to get these issues resolved and I'm fairly unhappy with how blasé Mojang seem to be with these sorts of issues.
