I have seen that when a normal zombie appears near a ocean (if you have the option of random creatures activated) a zombie with a mermaid texture or something similar appears.
He thought that instead of being a variation of the normal zombie, its a variation of the drowned zombie.
I show you a picture of what I mean:

That zombie skin was added before Drowned were a thing.
I guess it would make sense for it to be a Random skin for the Drowned instead.
