Tin ingots don't match the ore colour (ore is white, ingots are "iron" colour). Isn't that how many ores are? The oxide is a different colour to the pure form? I can't replicate the issue described. Can you make sure that all of your packs are up-to-date, and that you're using Optifine? If those don't work, can you include more detail, launcher log, etc?

My theory on the "Decoration" tab lag is that it's loading the banners.

The observer will be updated asap, but for now, you can use the zip linked in the first post. Just drop it in your resourcepacks folder and make sure it's above the main PureBDcraft pack.
