Line 37 is basically you are running out of texture atlas space. Standard atlas is 16384 x 16384. To make this larger you need to run Optifine. This should give you 32768 x 32768 Atlas. The taller than usual items are created by the mod and cannot be fixed. Take it up with the mod author.

You need both. Sphax does not allow his base pack to be bundled in with modpack patches.

So most other texture packs include the base Minecraft textures which would account for around 25mb of that 128mb so you are left with 103mb worth of mods.
