Pretty simple question:

Is the BDCraft Sound and Music Pack compatible with the 1.6.4 version of MC?

Unfortunately based on your suggestion, I was not able to get the music files working. As far as I can tell, the sound files appear to be loading in correctly, just not the music.

In the Music Pack Zip File, I have the following:

/assets/minecraft/sounds/music/game/(files)
/assets/minecraft/sounds/music/menu/(files)
/assets/minecraft/sounds/music/records/(files)

I tried moving things around according to your guide, but I think I might be missing something, it's not making sense to me :(

You just need to follow the guide properly.

I've already confirmed it works, as has Sphax and the guy who originally asked how to do it.

Okay, this is what my '/assets/minecraft/music' folder looks like:

https://screencast.com/t/sa54lST3vO

As the guide suggested, I dumped the files from '/assets/minecraft/sounds/music/game' into: '/assets/minecraft/music'. However, there was some files that were not mentioned in the guide, those found in '/assets/minecraft/music/menu'.

What I did was took those files as well and dumped them into the music folder. It's possible that the problem here is where I placed the menu files, because I'm only testing up to menu, because I know there's music there.

Any suggestions?

Music wasn't added to the menus until MC1.7.2 as per the wiki: https://minecraft.gamepedia.com/Menu_screen#History

I have all music turned off in MC so it took me a while to really realize what you were saying.

I have updated the guide with this information.

Oh okay, yeah I wasn't aware of that! Thank you! So according to the screenshot above, the files should be placed in the correct location to at least make muse of the in-game music files?

Indeed, they should.
