I have a question and I wanted to ask if I can edit a Spahx PvP 1.8 Edit Pack and upload it to Mediafire and publish the download link on my YouTube video! I hope for an answer Thank you!

You can not edit the pack and redistribute it, no.
You can release the textures you change as a patch that can be loaded alongside the main pack though.
