I tried leaving the zip as is and it wouldn't even show up in resource packs

when I download the zip file all it has in it is … assets pack.png pack.mcmeta legal.txt and how to update.txt theres nothing else

You're correct, that is what the zip has in it... but you said you renamed the assets folder "Sphax".
When you unpack a resourcepack you need to unpack the entire zip in to the Sphax folder. You can't just rename assets to Sphax.

so I need to make a new folder called sphax, import the zip into that and send that folder to .Minecraft > resource packs?

If by import you mean unpack or unzip, then yes.
