A singular screenshot isn't really all that helpful.
What version of Minecraft is this? What packs do you have installed?

the pack being used is 1.13. The minecraft version 1.13.2. installed packs are 1.10, 1.13

Judging by your screenshot you definitely have some amount of the MC1.10 pack there as the furnace has a 3D effect which is no longer present in MC1.13.
When just using the MC1.13 pack the rails are fine, so I would suggest you make sure you're not accidentally loading the MC1.10 pack.
