2 Packs in Bedrock Edition?

I’ve just bough the PureBDCraft texture pack but there are two packs.. what is each pack and which one should be priority?

There are two packs because one (top in your screenshot) is just the UI. Some people wanted the choice of disabling it.
They have no priority. You can load them both in any order.
