Hello out there,
since Hypixel brought out Hypixel Skyblock with many multiple uses of one Texture, ive been working on a custom-mcpatcher Patch for myself using a ton of textures out of endless Modpatches ect... .
Now, I'd like to share that, and thats my question:
Am I allowed to upload the pack on the Sphax Forum like a Mod Patch? so a "server-patch"

As long as it doesn't breach our Terms of Use as outlined on the main pack download pages, yes you can release a patch for specific game modes for servers.
