https://xisumavoid.com/vanillatweaks/ has data-packs for rotating redstone and terracotta using a carrot-on-a-stick. He's using a resource pack to change a Knowledge Book into a wrench... I'm not clear how this is translated into the carrot-on-a-stick. Would anyone have a BDCraft style wrench that could be used in place of the one in his wrenchrp.zip resource pack? Xisuma may even add a link on his site to such a BDCraft style RP.

Wrench by HanFox Put it above the standard one and I think it will work? I haven't tested it.
