Yes when the 64x is a bit more complete I will be making the 512x textures by hand instead of resizing (for quality) and then I will resize the 512x down to the other resolutions.

Why don't you just do the textures straight from 512x. Then everytime u finish the texture, save a psd then save a 128x(etc.) version for either instant download or Ingame testing.
