Releasing a WiP Patch

Hello there,
I started working on a comprehensive patch for Advent of Ascension (Nevermine 2). I want to create a WiP thread for it but the issue I have is that there already exists a WiP Patch for the mod. Although the patch is no longer continued (at least it hasn't since several years). I would like to know whether I am allowed to release my own WiP additionally. Have been reading all the rules carefully but I am unable to find anything related to that.
