My pc :
- RTX 3060
- i5-10600KF
-16 GB of RAM
Just, i can turn with good fps with SEUS HRR3.0 and NAPP ressources pack it's a x512 pbr.

You can't really compare your FPS with the vanilla textures and an HD resourcepack...
Either way, Nvidia performance has been on a downwards slide in Minecraft for a while. I recommend you try out Sodium:
