What resource reload failed mean?

What resource reload failed mean?, my friends are telling me that it means i have a weak pc but i have NVIDIA GeForce RTX 3070 and AMD Ryzen 7, so i dont think thats the case.
It happens when the game can't fit the textures you're using in to the texture atlas.
Make sure you are using your Nvidia card for Minecraft.
If you are try lower resolution textures.
