Can't install on iOS

I have tried to use EVERY program that is able to edit the iOS stuff, and none of it works, btw you might want to change the ios (idk about android) part of it, because from what I can see it has to be rooted. BUT if someone, somehow can know how to install without root please tell

Yes I think since iOS7 jailbreak is needed for MCPE texturepacks... Sadly
