Most of the Fabric replacement mods work the same as OptiFine does. So you should just be able to get the Connected Textures Addon and enable/disable it in-game as desired.

So in order to make this work on Forge you could install the following mods:

Forgified Fabric API 0.92.1+1.11.5+1.20.1
Connector-1.0.0-beta.41+1.20.1
ConnectorExtras-1.10.0+1.20.1
continuity-3.0.0-beta.4+1.20.2
lazurite-1.0.4+mc1.20.1
embeddium-0.3.12+mc1.20.1

I use this for other reasons but it does make the connected stuff work also.
