Mod Patch Priority List?

Now that new patches are being released, Some of the mods are for very old versions of MC or obscure ones. This has led me to wonder what the process for making patches is. Is it First Come, First Served? Is it based on popularity and therefore demand, i.e. Create. I'm just curious to know...

Patches are made by community members (like you). There really isn't a priority besides what they want to make.
