No ROOT access required!
On your device
Download Astro file manager for Android
Install and launch Astro
Select "Application management"
Search "Minecraft Pocket Edition"
Check the box, click "Menu" button and select "Backup"
Go back to main menu
Select "File management"
Search for a folder named "backups" in "/mint/sdcard"
Open "apps" folder in the "backups" folder
Open the folder of your backup
Copy all folders and files of the PocketBDcraft ZIP file inside
Close Astro app
Download ZipSigner2 for Android
Install and launch ZipSigner2
Click on "Input"
Search for the backup of MinecraftPE you just made
Set the new name of the APK you'll make
Click "Sign the file"
Close ZipSigner2 app
Launch Astro app and go in the backup folder
Select the APK you've named previously and select "Install"
Close Astro app
Enjoy!
So by reading the directions this didn't seem to hard. I downloaded Astor (now with cloud support) however there is no "Application Management" selection to select, If I select a random folder and check the properties there is no "Backup" option and there isn't even a "Menu" button. It just shows directory like you would expect to see.

So I am confused. I thought for an instant maybe I was taking it out of context and thought it meant go to the Android Application Manager under settings but the only option there is to "Move to SD card".

So needless to say I am a tad baffled. Maybe they updated Astro recently and removed those features??

Any help would be greatly appreciated.

Just an update, I was able to find the application manager in Astro, you have to slide the entire screen to the left! DOH!

Anyway it was all for not, apparently Android has "locked" certain applications (Minecraft PE included) and you can't backup a locked application. So it looks like this sweet texture pack is currently D.O.A. for Android (unless you root your phone).

I was doing this on the Galaxy Note 3 BTW, Android version 4.3.

Ho that's a sad news if Android users can't install texturepacks for MCPE without rooting the device...
Is there any Android pro around to help on this thing? :S
